- Commercial buildings must be electrically heated.
- Existing insulation value must be between R-0 and R-5. Energy audit will be required to verify existing insulation levels.
- All projects must conform to current Washington State Energy Code requirements to be eligible for rebate.
- All applicable permits must be obtained to qualify for rebates.
- In circumstances where remodel or renovation permit requires insulation to be brought up to code, rebates are not eligible.
Commercial Insulation Upgrade Program
GHPUD is offering incentives for the addition of attic or wall insulation in existing commercial buildings.

Attic: < R-5 to R-19 = $0.40 per square foot
Attic: < R-5 to R-49 = $0.60 per square foot
Wall: < R-5 to R-11 = $0.25 per square foot
Wall: < R-5 to R-19 = $0.40 per square foot

- Contact Energy services at Grays Harbor PUD for more information and to determine eligibility.
- Contact a contractor to request quotes.
- Submit application, Commercial Insulation Project Information Form, contractor bids and technical information.
- Pre-approval by Grays Harbor PUD for projects must be obtained prior to material purchase and installation.
- Upon project completion the contractor or customer will notify Grays Harbor PUD, and provide all paid invoices and other documentation associated with the project.
- Grays Harbor PUD will conduct a final inspection of the project to verify the project and compliance with the proposal. The rebate will be processed once the inspection is completed.

This measure is eligible in commercial buildings with the following characteristics:
- Electrically-heated.
- A total floor area under 20,000 square feet.
- Existing windows that are single pane, or single pane with storms.
- The replacement windows must have a National Fenestration Rating Council rated U-value of 0.30 or lower
- All projects must conform to current Washington State Energy Code requirements to be eligible for rebate. All applicable permits must be obtained to qualify.
