Advanced Rooftop Controls (ARC) Program

Rooftop HVAC unitsARC Retrofits to rooftop heating, ventilating, and air conditioning (HVAC) units can cut electricity use in half through changes in control of supply fan, ventilation, and economizers, as well as other potential control features. Grays Harbor PUD (GHPUD) is offering incentives to help eligible customers make this upgrade.

  • Many NW customers have seen ARC cut their HVAC bills in half
  • Incentives can reduce the payback period significantly
  • US DOE estimates ARC can reduce consumption between 22% and 90%

Incentive Information

  • Incentives are available from $120 to 250 per ton, depending on existing equipment.

Program Details

Existing rooftop equipment must: be a unitary system greater than 5 tons cooling, and a constant speed supply fan.
The ARC must be: variable speed, multi-speed or cycling of the supply fan that meets ventilation and space conditioning needs.

Commercial Ductless Heating & Cooling Systems

Ductless heat pumpA ductless heat pump is a highly efficient heating and cooling system that does not require the use of ducts. They are typically easy to install and can dramatically reduce the energy wasted by less efficient electric heating systems like baseboard, wall heaters and electric furnaces. GHPUD is now offering an incentive for Ductless Heat Pumps in commercial applications up to 20,000 square feet.

  • Must replace an existing electric resistance heating system
  • Building must be constructed before 2009
  • Building must be under 20,000 square feet
  • Easy, low-cost installation
  • Comes standard with air conditioning

Incentive Information

  • Incentive of $300 to $1,000 per ton* for eligible customers.
  • ARI rated cooling capacity will be used to determine tonnage, rounded up or down to the nearest whole ton.

Program Details

Qualifying applications have the following characteristics:

  • The area conditioned by the DHP is heated by either zonal or forced air electric resistance heat as the primary system (gas is not eligible), and 20,000 square feet or less.
  • The space conditioned by the DHP is not currently conditioned by an air source, ground source or ductless heat pump.

Post-conditions:
Installed Ductless Heat Pumps must have all of the following features:

  • A split system heat pump employing an inverter-driven outdoor compressor, inverter-driven or variable-speed indoor blower.
  • Rated with a minimum of 10.0 HSPF for ducted or mixed systems and 11.0 HSPF for non-ducted. BPA will accept only products listed on the BPA Ductless Heat Pump Qualified Products List.

Contractors must be on the District’s approved contractor list.

Commercial Heat Pump Upgrade & Conversion Program

If your heat pump is over 10 years old, you can save up to 20% on your heating and cooling costs when you install a new model that has earned the ENERGY STAR® label.*

  • Heat Pump Conversion (Replacing electric resistance heating system).
    $700 per ton

  • 50,000 square feet or less conditioned building area.
  • Consume less than 600,000 kWh annually.
  • Heating type is electric resistance (gas is not eligible).
  • New heat pump is air to air system, and meets all applicable CEE Tier 1 or Tier 2 performance specifications (e.g. both EER and IEER).

Heat Pump Upgrade

  • An existing building or new construction.
  • 50,000 square feet or less conditioned building area.
  • Electric heat (gas is not eligible)
  • New heat pump is an air to air system, less than 20 tons of cooling capacity, and meets all applicable CEE Tier 1 or Tier 2 performance specifications (e.g., both EER and IEER).

Contractors must be on the District’s approved contractor list.

Connected Thermostat Program

Web-enabled thermostat with a tablet and smart phone both displaying the thermostat appWeb-Enabled Programmable Thermostats (WEPT) or Connected Thermostats are devices that allow users to modify temperature set points and HVAC controls remotely. Building owners can use WEPT to help optimize heating energy use without having to make physical site visits to manually re-program thermostats. Please see the Implementation Manual for more details.

Program Details

  • Heating type is electric or gas.
  • Existing HVAC system (which will be controlled by the new thermostat) has an existing supply-fan.
  • Replaces an existing thermostat that is not web enabled.

New Connected thermostats installed must be on BPA’s Connected Thermostat Qualified Products List, and include the following features:

  • Limited duration occupied-period override,
  • Multiple set-back schedules with energy-saving temperature set- points during unoccupied periods including evenings, holidays and breaks.
  • Capable of scheduling the supply fan to operate continuously during occupied periods, and to operate in “auto” mode during unoccupied periods.
  • Remote, web-based monitoring and programming.
  • Battery and memory back-up to retain settings during power or internet losses.

Packaged Terminal Heat Pumps (PTHP)

Commercial Packaged Terminal Heat Pumps (PTHPs) are an HVAC equipment type commonly used in lodging applications. A PTHP retrofit replaces a Packaged Terminal Air Conditioner (PTAC) or zonal electric-resistance heating.

  • Packaged Terminal Heat Pumps (PTHPs) are an efficient replacement for Packaged Terminal Air Conditioners (PTACs), often found in commercial buildings with small living spaces. Both offer similar air-cooling performance; however, instead of electric resistance heating elements, PTHPs use energy-saving heat pump technology for consistent, even warmth inside when the weather cools. Compact and easy to install, these units are ideal for senior living facilities and commercial lodging establishments.

Incentive Information

Incentives available from $100 to $500 per packaged Terminal Heat Pump depending on existing equipment and project type.

  • $100 per PTHP for new construction projects
  • $600 per PTHP for retrofit projects

This measure applies to both retrofits and new construction.

This measure is eligible to be installed in either:

  • A lodging building type which, for the purposes of this measure, includes: hotel, motel, bed and breakfast, boarding/rooming house, apartment hotel, dormitory, and shelter or;
  • In a residential care building type which, for the purposes of this
    measure, includes: nursing home, retirement home, and assisted living.
  • No other building types are allowed.

Preconditions for Retrofit Installations:

  • The space is conditioned by a PTAC or zonal electric-resistance heat as the primary heating source. No other heating sources are eligible.

Variable Refrigerant Flow System Incentive Program

Variable refrigerant flow (VRF) systems for commercial-use facilities promise energy savings when replacing standard HVAC systems. VRF systems can adjust cooling and heating outputs by adjusting the refrigerant flow and the variable speed compressor. This allows multiple indoor units to be connected using a common refrigerant line, rather than needing separate lines between each indoor unit and the indoor unit.

  • Temperature control in smaller zones
  • Smaller equipment footprint
  • Lighter equipment – reduced structural requirements

  • $1,000 per ton for qualifying customers.

The new VRF system is installed in a building with the following characteristics:

  • An existing building that has either been 1) occupied for at least one year and didn’t change building use type OR 2) is an existing building with electricity use data available for the previous year.
  • 100,000 square feet or less of conditioned floor area.
  • The area conditioned by the new VRF system needs to have previously been heated by either zonal or forced-air. electric-resistance heat as the primary heating source. Buildings heated by air-source heat pumps or gas are not eligible.

The VRF systems installed must meet the following requirements:

  • A split-system heat pump employing an inverter-driven outdoor compressor.
  • Inverter-driven or variable-speed indoor blowers.
  • A minimum CEE Tier 1 efficiency level.
